RNI & BRP
RNI - non residence register
Staying less than 4 months and requiring a BSN, the following applies at the Non-residents Records Database (RNI - Registratie Niet-Ingezetenen, RNI)
Non-EU Nationals (third countries):
If you are staying in the Netherlands for up to four (4) months or less, you will only be able to register RNI (as of January 1, 2026) as a non-EU national at two designated locations, Breda and Venlo.

EU Nationals:
If you are staying in the Netherlands for up to four (4) months or less, you can register RNI as a EU national with one of the 19 municipalities in the Netherlands (including for Zeeland in Terneuzen & Goes)
Conditions to obtain a BSN as a non-resident (RNI):
You must have a valid passport or identity card. (Driver's licenses are not accepted as identity cards).
BRP - population residence register
If you are staying in Zeeland (the Netherlands) for more than four (4) months
To register for residence in Zeeland, you must make an appointment with the population register of the municipality where you will live (BRP). You find the links here below for the first appointment to register at one of the municipalities that are part of the Zeeland International Center.
- You have not previously been given a BSN.
- Your living address is in Borsele, Goes , Hulst , Middelburg,
Noord Beveland, Reimerswaal, Schouwen-Duiveland, Sluis, Terneuzen, Tholen, Vlissingen - You have all the correct documents to bring to your appointment. Here the link to needed documents
